Chief Fudge, thank you for calling today.  You have asked me to send you the Indiana cruelty laws and you may read them below my letter. I do hope you will understand laws have been violated involving animals and I hope to see you uphold and enforce these laws.
 
 IC with no sedation has been used as an attempt to kill dogs and cats in your county.
 Jack Hill botched these euthanasia attempts repeatedly over the years.
 
Jack Hill in his attempt to kill animals would repeatedly jab the animals in the heart with the large gauge needle. Jack hill on several occasions would hear animals crying in the freezer he then would reenter the freezer and repeatedly jab these defenseless dogs and cats in the chest or wherever he could hit with the large gauge, dull needle he rarely replaced.  Gabby an unfortunate dog that found herself in the hands of Jack Hill a man with no regard for suffering of animals,  was eventually placed in a freezer for several days. Vet records and toxicology reports will validate this case.
 
 Class II Scheduled Narcotics have been improperly administered and Jack Hill guessed at dosages. We at U.S.A.P.  will contact the shelters supplier regarding improper dosages being administered to animals. Fort Dodge will most likely be the source. We are looking into this now.  We have also contacted a DEA Diversion agent which you say has contacted your office. Records must be kept of the narcotics if they have not this is in violation of federal laws. I believe your office may have confiscated some of the records from the shelter.
 
 Proper procedure would be to place the animal on a sterilized table, then sedate and eventually euthanize with what is considered the most humane method Intravenous.  The way the animals have been killed at this shelter will no longer continue. We will do everything in our power as advocates against cruelty to stop the cruelty that has occurred at the Rushville Animal Shelter.
 
People from around the world are aware of this case and are watching to see how it unfolds.  The news of animals killed inhumanely has made the news in Indiana, Illinois, and Boston as well as other news papers around the world.
 Please do the right thing and find Jack Hill in violation of the cruelty laws.
 
The animals put alive in the shelter freezers suffered a torturous death which, would constitute animal  cruelty.  Laws were passed in Indiana to protect animals. I do not want to see laws set in place to protect animals ignored and I as the president of United States Animal Protection ask that you enforce the law and arrest Jack Hill for animal cruelty.

Summary:   These Indiana statutes set forth the anti-cruelty laws.  As used in this chapter, "animal" does not include a human being.  A person having a vertebrate animal in the person's custody who recklessly, knowingly, or intentionally abandons or neglects the animal commits cruelty to an animal, a Class B misdemeanor.  A person who knowingly or intentionally purchases or possesses an animal for the purpose of using the animal in an animal fighting contest commits a Class A misdemeanor.  However, a person who knowingly or intentionally promotes or stages an animal fighting contest, uses an animal in a fighting contest, or attends an animal fighting contest having an animal in the person's possession commits a Class D felony.  Further, a person who knowingly or intentionally beats a vertebrate animal commits cruelty to an animal, a Class A misdemeanor. However, the offense is a Class D felony if the person has a previous, unrelated conviction under this section or the person knowingly or intentionally tortures or mutilates a vertebrate animal.  Exclusions under the statute include accepted farm management practices, veterinary practices, fishing, hunting, trapping, pest control, and animal research in accordance with state and federal laws.


Below is a very similar case caught on video. DVM Bill Baber killed by heartsick (IC Injection) and then placed the animals in the incinerators where they burned to death.
